Your guess is correct:

fermi.isi.edu 26% echo $LANG
en_US.UTF-8

If I do

   setenv LANG "C"

then it works.  With the 64-bit Linux compiler, it works correctly 
regardless of whether LANG is set to "en_US.UTF-8" or "C".
