As to the issue on Windows XP, can you change EiffelStudio preferences to use English rather than Russian?

As to the issue on Windows 7, it seems to be related to some installation issues. Can you start EiffelStudio from a command line after setting VC environment variables by calling "vsvars32.bat" from VC installation?
