I exactly followed your producible steps, except that I opened an compiled project before hand. I have exactly the same element in my .ecf as well.

I thought it had something to do with `console app' option (I enabled it). But I still got correct behavior after disabling it.

Just to be sure, can you make "cmd /c "dir && pause"" work in Start -> Run dialog? Or try putting a different post compilation command and see if it is funtioning.
