Synopsis: Undocked window with focus prevents access to main menu via the keyboard

Description

If a window has been undocked from EiffelStudio and currently has focus, I cannot activate a menu item on the main window.

This is a serious disincentive for me to use the new docking feature, because it seems that I will be unable to use the menus via the keyboard in the manner to which I am accustomed. I will be forced to use the mouse.

To Reproduce

1. Undock a tool from the EiffelStudio main window, so that the tool has focus.
2. Type Alt+F. Nothing happens.
3. Close the tool. The main window again has focus.
4. Type Alt+F. The File menu opens normally.
