PR# 3880 Tool tips over Holes during Pick-and-Drop

All toolbar buttons have useful tool tips, as one would expect.

Unfortunately, during pick-and-drop these tool tips are not displayed.

This makes it difficult for new users to know where to drop. The following has happened to me several times:

1. I picked an object.
2. I moved the mouse to the toolbar.
3. I could not remember which button represented the hole I needed.
4. Tool tips were unavailable, so I cancelled pick-and-drop.
5. I hovered the mouse over the toolbar, using the tool tips to find the hole.
6. I picked again.
7. Having now remembered the hole, I dropped.

Please display tool tips during pick-and-drop.
