Synopsis: Condition in Project settings is not readable

Description

A condition of an ECF element specified in the Project settings dialog is not readable.

To Reproduce

1. Open a project that lists a precompiled library.
2. Open Projects settings dialog and navigate to the precompiled library item.
3. Select Condition to Open a Condition editing dialog.
4. Specify some condition, e.g. Platform is not Windows.
5. Confirm the changes when closing the Condition dialog.
6. Observe that the Condition in the project properties looks like
   CONF_CONDITION_LIST [0x...]%N area_v2: SPECIAL ...
