Synopsis: Compiler reports syntax error for % character codes in strings with non-decimal values

Description
The compiler accepts character constants such as '%/0x57/' (and also accepts
binary and octal numbers) but it won't accept these same character 
specifications in a manifest string.  Manu thinks this is a bug.

Added test syntax065 for this bug.
To Reproduce
Run test syntax065.
