Synopsis: Inline agent with target of basic type accepted after QAT entity changed

Description

After initial compilation, the entity referenced by a qualified anchored
type that is the open target for an inline agent is changed from STRING to
DOUBLE.  This creates an agent whose target is a basic type, which should
be a NOT_SUPPORTED error, but the compiler does not detect it.

Added eweasel test incr403 for this bug.

Run eweasel test incr403.
