Synopsis: Classes with QATs crash compiler in {UNEVALUATED_QUALIFIED_ANCHORED_TYPE}.conformance_type

Description

A set of classes with a qualified anchored type in a generic constraint
crashes the compiler in {UNEVALUATED_QUALIFIED_ANCHORED_TYPE}.conformance_type.

Added eweasel test anchor048 for this bug.

You will need to fix the test compile_result because I wasn't sure what validity
error the compiler should report and on which class.

Run eweasel test anchor048.
