Synopsis: Qualfied anchored type used as actual generic incorrectly reported as VTAT(1) error
Description
A qualified anchored type used as actual generic and which is indirectly anchored to a feature of the same generic class reported as a VTAT(1) error, though I can't see any cycles. I assume this is already fixed, but didn't see a test quite like it. Added eweasel test anchor028 for this bug.

Run eweasel test anchor028.
