Synopsis: Generic derivation of non-generic class accepted in remote anchored type

Description

A remote anchored type `like {TEST1 [STRING, DOUBLE]}.x' is accepted,
but TEST1 is not a generic class.  It should be a VTUG(1) error.

Added eweasel test anchor017 for this bug.
