Synopsis: Remote anchored type that links to locally anchored type gives bogus VEEN error

Description

A remote anchored type references a feature in another class.
That feature is locally anchored to a different feature.
The compiler reports a VEEN error, though it appears the classes
are valid.  If I'm wrong and the compiler is correct, please
adjust the test (and give me a brief explanation of my error).

Added eweasel test anchor016 for this bug.

Run eweasel test anchor016.
