Synopsis: Bug submission should allow multiple attempts

Description

When ES crashes, some times the bug submission form doesn't work and says to submit a bug manually.  I have a feeling that some times this happens because of intermittent network issues and is not a permanent failure.  The GUI greys out the button "Submit Report" after one failed attempt; I believe it should not grey this button out and should allow unlimited re-attempts to automatically submit a bug.
