Synopsis: Toolbar Options popup disappears immediately when window is narrow

Description
If I make the estudio window somewhat narrow, clicking on the Toolbar Options
button on a toolbar often causes it to display briefly and then disappear before I
even move the mouse.

This occurs on 6.5.80945.  I cannot reproduce the problem on 6.3.
