Synopsis: Would like to be able to set "Confidential" to "No" permanently

Description

There is an option at the top of the "Problem Report Submission" page to make the report confidential.  I never wish mine to be confidental but the option by default always appears as "Yes".  I would like to be able to have it appear as "No" by default
