Synopsis: Flashing bug report tooltip

Description

This has happened before but does not occur very often.  I had the mouse hovered over error an error in the Error List tool and a tooltip appeared as is usual. I then switched focus to another window and the tooltip kept appearing but it was flashing on and off and following the mouse position.  This kept occurring as I was filing this report but finally stopped for no apparent reason.

To Reproduce

Don't know of a way to reproduce this.  I'll repeat that this has occurred before but not at all very frequently.

The tooltip flashing bug should be fixed in revision#82568. The fix will be available in next Eiffel Studio intermediate release.
