Synopsis: Provide submenu to easily open a saved layout

Description
Instead of prompting with a dialog with a list of saved layouts, I think it would make more sense to have a submenu to `View->Open Layout'. 

Moreover, the last saved layout should appear there as well. The idea is that very often you mess up the layout and it is hard to get it back to what you have unless you have manually saved your layout. So here I'm suggesting that each time you exit EiffelStudio, the layout is saved and can always be retrieved at any time during the next session of EiffelStudio.
