Synopsis: Need way to turn off catcall detection outside estudio

Description

We need a way to turn off catcall detection for programs run outside of estudio.
We sometimes need to run frozen applications from the command line.  Ideally,
we should get rid of the catcalls but that may not be easy or possible right
now.
