Synopsis: Toolbar contents not refreshed after customization

Description

The contents of a toolbar are not refreshed after I customize it.  Have to
move the mouse over the changed areas to see the changes.  This can be very
confusing.

To Reproduce

Select Customize button for Project toolbar.
Pick Project Settings button and drop it on Enable All Breakpoints, which puts
   it after that button.
Click OK.
Project toolbar is unchanged.
Move mouse over Project Setting button.  Now it changes to a different button.
Move mouse from left to right along Project toolbar.  Buttons are refreshed
   one by one.  However, there is still some text showing through that should
   not be there that I cannot get rid of.  Moving another window over the
   toolbar and then away causes it to be correctly refreshed.
