Synopsis: Listen/capture windows events (ex.: clipboard changed)

Description
I've searched the provided documentation for Eiffel WEL and several other libraries and can't find reference to any capability for my Eiffel windows application to be evoked upon an external event, like when the clipboard has changed. If I've overlooked a resource, can anyone enlighten me?
