Synopsis: Allow classes to be created without completing degree 6

Description
It used to be that to start a new project with a new root class, I could use our Eiffel Launcher to generate the ECF, start compilation, and when I got the "unknown root class" error, create the root class with the new class wizard. 

A little awkward (I've asked Zoran to provide a facility for auto-generating the new root class) but at least I didn't have to open a third tool to manually create a class that didn't conform our internal standards, since it wasn't auto-generated.

With this version, EiffelStudio no longer works that way. I'm now in deadlock where I can't, from within EiffelStudio, continue working on my EiffelStudio project. 

Please allow the New Class wizard to operate regardless of whether or not degree 6 was completed.
