Synopsis: Maximizing window via title bar makes it much bigger than screen

Description
Maximizing a window via the title bar makes it much bigger than the
screen.  This worked correctly in 5.7.  This problem affects both 
EiffelStudio and any Vision2 applications.  I need to get it fixed
before we can switch to Eiffel 6.0.

Problem occurs with both 32-bit and 64-bit versions on Solaris SPARC
under CDE.  Not sure about Solaris x86.
