Synopsis: Typing shortcut does to display window does not raise it in front of main window

Description
On Solaris SPARC under CDE, typing a shortcut such as Ctrl-Alt-b to display
the Breakpoints window does not raise the window so that it is in front
of the main window (in the case where the Breakpoints window is undocked and
behind the main window).  If the window is hidden behind the main window, then
typing Ctrl-Alt-b appears to have no effect.  Similarly with other
tool shortcuts.  Very confusing.

Clicking on the title bar of an undocked window also does not raise it
so that it is on top of the main window.  This makes it a pain to use
any undocked windows.  Again, this is with Solaris SPARC under CDE.
