Synopsis: Right-clicking on Start button brings up button display/customize toolbar menu

Description
Right-clicking on the Start button correctly brings up the Debugging Options
window.  But before the button is released the menu to control display and
customization of toolbars is also displayed, which is quite confusing.
In fact, right clicking anywhere within any of the toolbars brings up the
toolbar display/customization menu, so right-clicking on Change Project Settings
button also brings up this menu.  Rather confusing.
