Synopsis: Sequence of layout saves/opens and switching to debug mode causes layout open error

Description

A particular sequence of layout saves and opens and switching to Force 
Environment into Debug mode causes an "open layout" operation to get an error.

To Reproduce

Delete ~/.es directory.
Compile sample basic application.
Select View/Save Layout As and save layout under name "weasel".
Force on Force Environment to Stay in Debug Mode button.
Select View/Save Layout As and save layout under name "stoat".
Undock Watch #1 tab and move it below main development window.
Select View/Save Layout As and save layout under name "ermine".
Click on Restore Environment to Normal Mode button.
Select View/Open Layout and open layout "ermine".
Select View/Open Layout and open layout "stoat".
Estudio reports "Open layout error".
