Synopsis: Preferences are ordered according to their English names

Description

The preferences are ordered according to their English names. After translation this is not the normal order anymore.

For example in German the entry for 'General' is translated by 'Allgemein' and should be on top, but it still is at the position that 'General' would have been.

This is the case on any level of the preferences.

To Reproduce

* Open EiffelStudio with German translation.
* Go to 'Preferences' Dialog
* Look at order of entries
* Open 'Tastenkombinationen' (Shortcuts) and look at order of sub entries
