Synopsis: Feature Relation window not scrolled to current line in debugger

Description

When stepping in the debugger, the Feature Relation window is no longer scrolled
to show the current line.

To Reproduce

Use attached class and .ecf file.  Step into `formatted_out' and step through it
when Feature Relation window is not very tall.  Feature Relation window is
not scrolled to show current instruction.  Very confusing.
