Synopsis: Open Layout window disappears first time View/Open Layout is selected

Description

The first time View/Open Layout is selected, the Open Layout window pops up
and then immediately disappears.

To Reproduce

Delete ~/.es directory.
Compile sample project.
Select View/Open Layout.  Open Layout window appears, then disappears.
Select View/Open Layout again.  Now Open Layout window appears and remains displayed.
