Synopsis: Bringing up undocked window via View/Tools unmaximizes other tool

Description
Maximize the Clusters tool (docked in main window).  Select View/Tools/Breakpoints, where Breakpoints tool is undocked (not docked in
main window).  Breakpoints window appears as a separate window, but Clusters
tool is unmaximized, as though I had also clicked on its Restore button.
I assume this is a bug.

Perhaps this is a conscious design decision, but I found it surprising since
I see no reason to disturb the existing layout in the main window when an
undocked window is displayed.

This bug is fix in revision#67621. We keep a zone's maximized state when possible.

Note, when starting Eiffel Studio and Output tool is docking in main development window, Output tool will have focus automatically (it want to show you system informations). At this time, output tool will make other tools in main development window unmaximized.
