Synopsis: Toolbars disappear after running debugger

Description
All toolbars disappear after running the debugger a few times, with Class and
Feature tools undocked.  To reproduce:

Delete ~/.es directory.
Compile sample nongraphical application.
Undock Class and Feature tools.  Put them beside each other and below main window.
Click on Step into Routine twice.
Step into Routine again.  Feature tool and Object tool don't appear.
Step into Routine again.  
Step into Routine one more time.  Now all the toolbars in the main window
are gone and the Feature and Object tools don't appear and neither does
Class tool.
