Synopsis: Estudio doesn't remember layout correctly if force debugger mode or maximize a tool

Description
If I maximize a tool and exit estudio, the tool is not maximized when I restart
estudio.  Similarly, if I select Force Debugger Mode when I restart, the Object
tool, Stack tool etc are not displayed.

At revision#67560, tool maximized state and Eiffel Studio force debug mode state are all saved, they will be restored when opening Eiffel Studio next time.
