Synopsis: Cannot put window from another application in front of undocked window

Description
An undocked window always stays in front of other windows - even windows from
another application.  This makes the ability to undock a window from the main
estudio development window not very useful.  For example, I cannot bring my 
browser window in front of an undocked window.  I hope this is a bug.
