PR# 11410 Please fully open tree Project Settings if only one target

On initially opening the Project Settings window, the tree initially has only one level open:

System
Target: x
    Assertions
  + Groups
  + Advanced

This is good if there are multiple targets. It makes it easy to see what all of the targets are.

If the project has only one target, however, then this is not so good. It would be better to open at least one further level of the tree to show the target's structure. I think this would be helpful to new users, who typically will start on a project with only one target.

In fact, my preference would be to have the tree fully opened if there is only one target.
