Synopsis: Dropping error code in Context window doesn't bring up error explanation window

Description

Pick a compilation error, such as VEEN, from Output tab of Context window.
Dropping it in Editor correctly brings up a Compilation Error window explaining
the erro code.  Over the Context window, the mouse cursor is a shape that indicates
the window will accept it (no "X" through it) but dropping it there does nothing.

I think this is a regression from 5.6.
