Synopsis: Compiler incorrectly accepts Obsolete clause for inline agent

Description
Compile with attached class.  Compiler accepts inline agent with an Obsolete
clause, though ECMA-367 2nd edition does not allow this (it only allows
an Attribute_or_Routine, which does not include the Obsolete clause).
An inline agent that is obsolete doesn't seem to make any sense.
